In provisions concerning the regulation of telecommunication and AM broadcast facilities by counties, sets forth the requirements for establishing a telecommunication or AM broadcast facility on or after the effective date of the amendatory Act. Provides for at least one public hearing before a facility may be established. Requires that notice of a public hearings be (i) published in a newspaper of general circulation within the county and (ii) mailed by certified mail to specified owners of record.
