GA96SB217 96 SB 217 MINING-EXPEDITED PERMIT Amends the Surface Coal Mining Land Conservation and Reclamation Act to require the Department of Natural Resources to provide for the expedited review of any permit application upon request by the permit applicant. Sets forth certain conditions for obtaining expedited permits from the Department. Creates the Mining Operations Expedited Permit Fund. Amends the State Finance Act to provide that the Fund is not subject to sweeps.
